 Nicholas Devranos, 29, and Toni Collins, 28, were both arrested Monday at a high-end luxury apartment in Northwest Portland that was being rented under another persons name, according to court documents. Both Devranos and Collins are booked into the Mulntomah County Jail on several charges, including aggravated identity theft, burglary, and unauthorized use of a motor vehicle. The investigation started in early April when PORTLAND POLICE detectives heard from a person who noticed someone else opened an account in their name. Police later learned that Devranos and Collins used that persons identity to buy a television. Detectives also found out that Devranos was renting five different high-end luxury apartments in the Portland area under different aliases, PORTLAND POLICE said. When they tried to talk with him Monday at one of the apartments in Northwest Portland, he fled on a Onewheel. Police took him into custody near NW 16th Avenue and Naito Parkway.

  PORTLAND POLICE Bureau Detective Coordination Team detectives and Central Precinct officers arrested 29-year-old Nicholas Anthony Devranos and 28-year-old Toni Mae Collins as part of an identity theft investigation. Devranos and Collins were booked into the Multnomah County Jail on multiple counts of Aggravated Identity Theft, Unlawful Use of a Motorized Vehicle, Burglary, and other charges. In addition to new charges, Devranos had an outstanding warrant for similar crimes out of Washington and Collins had an outstanding warrant out of California.

  Detectives learned that Devranos and Collins used the stolen mail, checks and identification card making tools to create fake driver's licenses and would use them to rent apartments, automobiles, and obtain instant credit accounts at local retailers. Based on information located by detectives at this time, investigators believe there are at least 200 people who are victims of Devranos and Collins' identity theft activity. Detectives continue to investigate this case and believe Devranos and Collins are connected to the theft of a 2018 white Kia Sportage (photo below) with Oregon license plate "429KBK." Sunday night, officers were called near Marine Drive where they said more than 50 people were involved in a street racing event. Marine Drive has been a known location for street races, but what happened Sunday night was different. Officers said one man driving a truck intentionally tried to hit a patrol car. The officer had to quickly swerve out of the way to avoid being hit. As police attempted to arrest the truck driver, he sped off, leading officers on a chase. During the pursuit, officers said other drivers from the street racing event interfered making the situation even more dangerous. To complicate matters, people that were involved in the speed racing that was going on at the event, started to interfere in the pursuit that the officer was involved in, trying to cut the officer off, stop him from being able to stop the truck that had nearly crashed into him, explained. "I don't know that we've really identified why, but we know that it's happening and we're working with the community to address their concerns, Sgt. Burley explained. Officers located evidence of gunfire in the parking lot, and also found multiple bullet strikes to the business.Based on information learned, officers believe a suspect arrived to the restaurant, threatened a person inside and fired a gun multiple times.Officers searched the area, but did not locate the suspect.The PORTLAND POLICE Bureau Detective.  PORTLAND, OR (KPTV) - Detectives believe at least 200 people were victims of a Portland pairs identity theft crimes.A 29-year-old man and 28-year-old woman were arrested Monday as part of an investigation into the alleged crimes, which included burglary, PORTLAND POLICE said.The investigations started in early April after a. victim contacted police and said someone had opened a retail account in their name.During their investigation, detectives determined Nicholas Anthony Devranos and Toni Mae Collins had opened the account and had used the victims identity to purchase a TV.They also learned that Devranos was renting five high-end luxury apartments in the. Portland area, all under different aliases.When detectives attempted to contact Devranos near one of the apartments, he attempted to flee from officers on a one-wheeled electronic skateboard, but failed. Police arrested him as he attempted to run away on foot near Northwest 16th Avenue and Northwest Naito Parkway.When officers returned to his apartment, they found and arrested Collins without incident. They searched the apartment and found stolen mail and checks and devices used to create identification cards.Detectives also believe Devranos and Collins stole a 2018 Ford F-150 truck, which they found outside the building.According to the bureau, Devranos and Collins used the stolen mail, checks and devices used to create identification. cards to craft fake drivers licenses.Officers believe the pair used them to rent apartments and vehicles and to obtain instant credit accounts at local retailers.Investigators believe there are at least 200 people who are victims of Devranos and Collins identity theft activity.Detectives also believe Devranos and Collins are connected to the theft. of a 2018 white Kia Sportage. The Kia has an Oregon license plate with the characters 429KBK. Devranos and Collins were booked into the Multnomah County Jail and face multiple counts of aggravated identity theft, unlawful use of a motorized vehicle, burglary, and other charges, police said.The bureau continues to investigate.Anyone who sees the Sportage or has information about Devranos and Collins should call PORTLAND POLICE on their non. emergency line at 503-823-3333.

They also provide an understanding a what officers knew at the time they responded. Theres talk about him with a knife, talk about him attempting to stab people, PORTLAND POLICE Bureau Detective Erik Kammerer testified to the grand jury. And this is the information the officers have when they approach this situation. The transcripts also give at least three previously unknown insights: After learning Elifritz had a knife, at least two officers said they were concerned the shelter, filled with bystanders, could be a repeat of last springs attack aboard a TriMet light rail train that left two people dead. Elifritz had methamphetamine in his system when he was killed. Officers were using a new form of less lethal round that had been adopted one month earlier. Several officers described the foam rounds as bouncing off Elifritz and didnt have any effect on him. The shooting of Elifritz drew outrage initially, in part because it was filmed by a bystander and uploaded to social media. The PORTLAND POLICE Bureau has been criticized in the past for how officers respond to people experiencing a mental health crisis. Witnesses described Elifritz as acting erratically, like he was on drugs or in the middle of a mental health crisis, in the hours and moments that led up to his death. Elifritzs family has filed a civil rights lawsuit against the city for its use of force. Last month, the DAs office announced that after four days of testimony, the grand jury chose not to charge seven PORTLAND POLICE Bureau officers and one Multnomah County Sheriffs deputy involved in the shooting. During the second day of testimony, a member of the grand jury asked PORTLAND POLICE Sgt. Roger Axthelm about de-escalation. Axthelm was the shift supervisor and was on the scene when Elifritz was shot.

 It's a bigger round, more impact, but it's single shot also, so the less-lethal guys have to if they fire one round, they have to break it, throw that cartridge out, put a new one in, lock it back up and reacquire their target again. Axthelm, the ranking officer on the scene, also testified it was the first time he had seen the new less lethal measures used in the field. I saw him get hit a few times in the lower waist or below the waist, PORTLAND POLICE Officer Grover Robinson testified. But I do recall he had they didn't have any effect on him. Typically, you would see somebody kind of buckle over or just from the impact of, you know, the initial round.
